Trump Releases Guidelines for Re-opening the Economy

Yesterday, the President released guidance for opening up state and regional economies while minimizing the threat of another outbreak. The plan advises that states only move to reopen their economies after (1) sustaining a downward trajectory of symptomatic individuals for 14 days; (2) sustaining a downward trajectory of COVID-19 cases or % of positive tests of reported cases for 14 days; and (3) having robust testing including anti-body testing and hospitals can treat all patients without crisis care. Reopening may then begin and is divided into three phases, with each broken-down into guidance for individuals and employers. Note that some governors are developing their own plans. Readiness to reopen will depend on the progression of local outbreaks. Regional coalitions have formed on the West Coast, in the Mid-West, and in the Northeast to coordinate reopening strategies.
