NEFI Updates State Fuel Requirements List
EDITOR’S NOTE: With several states recently adopting new fuel requirements, the New England Fuel Institute (NEFI) has issued an
updated listing of the fuel requirements in the Northeast states. The chart addresses sulfur limits in petroleum as well as biodiesel blending
requirements. NEFI Vice President for Government Affairs Jim Collura prepared this chart.

Initial draft legislation by Rep.
DeLauro (D-CT) included a blending
mandate for heating oil but it was
dropped at NBB’s request. The latest
draft includes a feasibility study into a
national Bioheat mandate.
Law signed

A bill approved on 6/25/13 requires B2
in NYC, Nassau, Suffolk, Westchester
& Rockland counties by 10/1/14 and
state-wide by 7/1/15

on 8/16/10 requires
heating oil sold in the city’s
jurisdiction to meet B2 specification
by 10/1/12

on 7/12/13 requires B2
by 7/1/2014 and an increase of a 1%
bio-fuel blend every year to “at least”
B5 by 2017.

on 5/25/11 requires a 3%
bio blend when NH, NY and MA have
adopted substantially similar legislation.
Draft legislation by Rep. DeLauro (D-CT)
would require15ppm by 6/1/2016
nationwide. On 2/29/12, DOE transitioned
the Northeast Heating Oil Reserve to
Ultra-low Sulfur product.
Law also reduces sulfur
from 2000ppm to
50ppm starting 7/1/11, and15ppm by 7/1/14.
Update 7/29/13: Legislation approved on
6/5/13 that moves the state to 500ppm on
7/1/2014 and to 15ppm on 7/1/2018. The
Governor signed the bill on 7/8/2013.
