The winter of 2012-13 marked a return to a close-to-normal heating season with degree days totaling in the high-90 percentile
of the 10-year and 30-year average across the region.
This winter also saw an assault on the heating oil industry through public policy initiatives in many of the Northeastern states.
The governors and legislatures in Connecticut, Vermont, Maine, New York and Pennsylvania are considering various policies
that would incentivize conversions to natural gas with and without state subsidies. New state policies could also enhance
natural gas exploration
and distribution; use
taxpayer dollars and
government assumption of risk
to invest in firm natural gas
contracts and underwrite pipeline construction; and create new taxes on heating oil to raise general state
