The Providence Resolution

The Providence Resolution is a formal statement of the home heating oil industry’s commitment to voluntarily reduce greenhouse gas emissions.

The Resolution was passed in September 2019 at the HEAT Show Industry Summit. At the Summit or shortly thereafter, more than 300 industry leaders – wholesalers, retailers, affiliates and professional service providers – committed to a 15% reduction in CO2 emissions by 2023, a 40% reduction by 2030, and net-zero-carbon emissions by 2050. The resolution also directed industry associations and other groups assembled at the meeting to work with each other to achieve these emissions reductions.

In April 2024, an analysis by Dr. Tom Butcher of the National Oilheat Research Alliance (NORA) found that the industry surpassed its 2023 goal, achieving a nearly 26% reduction in greenhouse gas emissions through a combination of increased renewable fuel blends and the availability of new high-efficiency heating systems designed for their use. These solutions will continue to be integral as the industry looks ahead to its 2030 goal.

We continue to work with our association partners and other industry stakeholders, including biofuel producers, heating equipment manufacturers, and policymakers, in pursuit of these goals.
