FMCSA Extends Waiver For Paper Medical Certificates

The Federal Motor Carrier Safety Administration has reissued and extended its waiver to allow CDL and CLP holders to continue relying on a paper copy of the medical examiner’s certificate as proof of a driver’s medical certification for up to 60 days after the date the medical examiner’s certificate is issued. The re-issued waiver is in effect October 13, 2025 – January 10, 2026.

The FMCSA also strongly recommends that, in addition to submitting physical qualification examination results electronically, all Medical Examiners continue to issue paper Medical Examiner’s Certificates, Form MCSA-5876, to drivers at the time of their examination until further notice.

As of June 23, 2025, Medical Examiners are required to submit results of driver medical exams to the FMCSA electronically and are no longer required to issue the original/paper Medical Examiner’s Certificate (MEC), to CLP applicants and CDL holders. CLP applicants and CDL holders are no longer required to submit a paper MEC to their State Driver’s Licensing Agency. But to date, 12 States have still not implemented this electronic system to integrate the Medical Examiner’s Certificate into the driver’s record in the CDL Information System.
