LIHEAP Facing Delays Amid Government Shutdown

NEFI issues industry coalition letter as the government shutdown causes regional delays in LIHEAP

On behalf of America’s heating fuel and home comfort businesses, the National Energy & Fuels Institute (NEFI) has submitted a formal letter urging both Majority and Minority congressional leadership to adequately fund and staff the LIHEAP program.

NEFI coordinated this letter with four other national associations: Energy Marketers of America (EMA), National Propane Gas Association (NPGA), Organization of Energy Service Professionals (OESP), and the Plumbing-Heating-Cooling Contractors (PHCC) National Association. We also had unprecedented support from regional, state, and local heating fuel and HVAC contractor associations.

The letter underscores that millions of low- and fixed-income households rely on timely LIHEAP assistance as colder weather approaches. The ongoing shutdown has already disrupted state agencies’ ability to process applications, issue payments, and authorize vendor deliveries, putting vulnerable families and small fuel businesses at risk. Across the country, states are now notifying LIHEAP-participating businesses, including heating fuel dealers and utilities, that this year’s program may be delayed or suspended due to funding uncertainties tied to the federal shutdown.

We commend Rep. Chris Pappas for introducing the Keep the Heat on Act (H.R. 5687), which would ensure continued LIHEAP funding during any lapse in appropriations. The coalition is also calling on Congress to ensure that previously appropriated funds remain accessible to states, and that HHS be required to maintain adequate staffing to administer the program effectively.

“Our members take pride in keeping American families warm, safe, and secure every winter,” the letter states. “We ask Congress to do the same by ensuring that no family or the small businesses that serve them are left out in the cold because of a budget impasse in Washington.” Read NEFI's full letter of support here.
