Although Congress was scheduled to be in recess this week, the Senate worked throughout the weekend and remains in session to expedite consideration of H.R. 1, the "Big Beautiful Bill," ahead of a self-imposed July 4 deadline. Over the weekend, Senate leadership released a revised version of the bill with substantive changes. NEFI is actively reviewing the updated text and closely monitoring provisions related to renewable fuel incentives, home energy credits, and small business tax relief.
Following a 20-hour floor debate that concluded early Monday morning, the Senate launched into a vote-a-rama at 9:00 a.m. This is a procedural event during which senators vote on a rapid succession of amendments. As this issue was going to print, the Senate was in the midst of this voting, which could see the bill change even further.
The legislation is expected to pass the Senate by a narrow margin. However, its path in the House remains uncertain. House GOP leadership has instructed members to return to Washington by Wednesday morning in anticipation of potential floor action. If the House accepts the Senate's version, leadership is expected to move quickly toward final passage.
NEFI will continue to monitor developments closely and will provide a full analysis should the bill be enacted.
