This week, the House will take up measures to advance legislation on water resources and veterans affairs. Later in the week, attention will shift to major energy and public safety priorities. Key energy bills include the Guaranteeing Reliability through the Interconnection of Dispatchable Power Act (H.R. 1047) and the Promoting Cross-border Energy Infrastructure Act (H.R. 3062), which seek to streamline the approval process for new energy projects. Notably, H.R. 3062 is explicitly designed to facilitate the import and export of oil and natural gas, supporting cross-border energy trade. The House will also consider several measures addressing crime and judicial reforms in the District of Columbia.
House Republican leaders are preparing to introduce a seven-week continuing resolution (CR) to keep the government funded through the fall, with current funding set to expire at the end of the month. A vote could occur before the upcoming Jewish holiday (Rosh Hashanah) recess next week. However, the proposal is unlikely to include an extension of health insurance subsidies, a key Democratic priority, casting doubt on its chances to pass, especially in the Senate.

On Tuesday of last week, the House Appropriations Committee followed the Senate's lead in moving to boost LIHEAP funding. During a marathon markup that wrapped up in the early hours of Wednesday morning, the committee approved a draft Labor, Health and Human Services, and Education appropriations bill that includes a $10 million increase for the Low-Income Home Energy Assistance Program (LIHEAP), following the Senate's earlier version, which proposed a $20 million increase Both measures now head to their respective chambers for consideration, where we will be closely following the outcome.
