NEFI Urges Congress To Restore Energy Choice In Federal Building Construction

NEFI is urging Congress to pass the Reliable Federal Infrastructure Act (H.R. 4690) as the bill heads to the House floor this week. Introduced by energy choice champion Representative Nick Langworthy (R-NY), the bill has drawn broad industry support, and we have submitted a letter to Speaker Mike Johnson and Minority Leader Hakeem Jeffries urging its passage, with a copy transmitted to the House Energy and Commerce Committee.

At its core, H.R. 4690 is about restoring common sense to federal energy policy. The bill would repeal Section 433 of the Energy Independence and Security Act of 2007, a mandate that prohibits the use of fossil fuels in all new or substantially renovated federal buildings by 2030, regardless of energy efficiency, cost-effectiveness, or operational reliability. Federal building managers deserve the flexibility to select the most appropriate and resilient energy solution for each facility, not to be locked into prescriptive bans that eliminate proven, lower-cost options. Meaningful emissions reductions are achievable without forced electrification as high-efficiency systems paired with renewable fuels such as Bioheat® Fuel, renewable diesel, and renewable propane offer proven, ready-made pathways that don't require costly infrastructure overhauls.

We are joined in our support by a coalition of energy and contractor associations that meets regularly to advance energy choice policies, including the American Gas Association (AGA), the National Propane Gas Association (NPGA), and the Plumbing-Heating-Cooling Contractors Association (PHCC).
