On Wednesday, July 30, NEFI testified before the U.S. EPA during its public listening session on proposed reforms to Section 401. These changes would make it more difficult for states to deny permits and prevent natural gas pipeline construction. In our testimony, we made clear that today's heating oil is cleaner and more efficient than ever. It is blended with renewable fuels, delivered by trusted local businesses, and capable of reducing emissions without costly equipment replacements. We emphasized the need for a level playing field and for policies grounded in facts, not outdated assumptions.
The Trump Administration has expressed strong support for the expansion of natural gas pipelines into New York and New England – regions where states have historically used Section 401 authority under the federal Clean Water Act to deny permits and delay or block such projects.
In citing the perceived need for these pipelines, which are now being revived, supporters – including administration officials – have pointed to the region's continued reliance on so-called "dirty" home heating oil as justification.
