Both chambers are back in session this week, with a comprehensive housing package poised to become law and two more fiscal 2027 appropriations bills heading to the House floor.
Housing Bill Likely to Pass:
A comprehensive housing package (H.R. 6644) was set to become law at the time of writing. Last Thursday, the Senate voted 84-8 to end debate on the bill, indicating broad support. Senate Banking and House Financial Services panel leaders reached agreement on the bill late last week, putting both chambers within reach of completing nearly a year of work on legislation aimed at increasing housing supply and lowering costs for an expense that consistently ranks at the top of voters' affordability concerns.
Senate Majority Leader John Thune (R-SD) touted the package for “lifting regulatory burdens” that he said would lower housing prices and spur new construction, adding that it would catalyze housing finance by easing regulations on community banks and credit unions.
Appropriations Continue:
Two fiscal 2027 appropriations bills head to the House floor this week: the National Security-State spending bill (H.R. 8595) and the Energy-Water funding bill (H.R. 9022).
House appropriators advanced the $47.3 billion National Security-State spending bill in April. The measure includes language that would bar funding for organizations “involved in attempting to influence elections” in NATO member countries, likely aimed at U.S.-funded NGOs accused of meddling in European politics.
The Energy-Water spending bill, approved in committee in late May, would provide $62.2 billion for the Energy Department, the Interior Department's Bureau of Reclamation, the U.S. Army Corps of Engineers, and various independent agencies and regional commissions. That funding level is roughly $1.1 billion below the comparable fiscal 2026 enacted level.
On the House Floor This Week:
The House is set to consider a batch of bills that focus mostly on small business issues, including COVID fraud transparency, technology, AI usage, disaster loan accountability, cybersecurity, and Native American entrepreneurial opportunities. Additionally, the House will consider legislation related to purchase privacy, national security, and veterans' care. Most notably, the House will take up H.R. 9022, the Energy and Water Development and Related Agencies Appropriations Act, 2027, which funds the Department of Energy.
