White House Announces Details Of Truck Tariffs

The Trump Administration has released the official truck tariff proclamation providing critical details about the 25% tariff on medium and heavy-duty trucks (and truck parts) to take effect November 1, 2025.

The tariffs will apply to trucks with a gross vehicle weight over 5 tons (10,000 pounds), which includes all Class 3 trucks and above. Parts for these vehicles are also included.

The new tariffs are imposed under Section 232 of the Trade Expansion Act of 1962, the same legal authority used by the administration to impose tariffs on steel, aluminum, copper, automobiles, and automobile parts. They are separate from country-specific “Liberation Day” tariffs imposed under emergency powers (IEEPA) that are currently being challenged in court. The Supreme Court will hear oral arguments on IEEPA tariffs on November 5.

Some additional details on the truck tariffs:

  • Trucks meeting the US-Mexico-Canada (USMCA) trade agreement’s rules of origin can request that the Department of Commerce determine the value of their U.S. content, after which the tariff will apply only to the non-U.S. content. USMCA-originating truck parts will not be assessed the 25% duty until a similar U.S. content determination process is established. There currently is no timeline for this.

  • U.S. manufacturers of medium and heavy-duty trucks may apply to the Department of Commerce for an "import adjustment offset" equal to 3.75% of the value of all affected trucks made in the U.S. by that manufacturer. Manufacturers may use this offset to reduce liability for Section 232 truck parts tariffs.

  • The new tariffs will not “stack” which means medium and heavy-duty trucks are not also subject to other Section 232 tariffs or IEEPA tariffs on Canada, Mexico, Brazil, and India.
